Process of universalization of health coverage in Senegal: investigation into “CMU-Elève” in Ziguinchor (Senegal)

Since 2005, with the development of the National Social Protection Strategy, Senegal has been extending health insurance. This extension is facilitated by establishing the National Program of Universal Health Coverage (CMU) in 2013. CMU targets low-income populations, actors in the informal sector, artists, the indigent and all those who are outside the social security system. It is in this context that we must understand the creation in 2017 of the CMU-Élève which is an innovation which allows students and learners to benefit from insurance through community health mutuals. To better analyze and understand membership in the CMU by students in the commune of Ziguinchor, we used quantitative methods and techniques with a questionnaire survey of 264 students in the five high schools. The study results show that the membership rate for CMU-Student is very low (8%) in the high schools of the Municipality of Ziguinchor. Also, the survey reveals that few high school students are aware of the CMU-Élève in Ziguinchor, and there are no links between adherence to universal health coverage and classic factors such as standard of living and health. If students are to sign up for the CMU on a large scale and over the long term, it would be appropriate to find an alternative to volunteering by combining membership with registration.
